Reason:
The resource you have attempted to administer is already owned by an ACID which is outside your administrative scope.
The resource you have attempted to manipulate can only be administered by MSCA.
Action:
To grant access to the resource, use the TSS PERMIT function.
You must sign on as the MSCA to perform the necessary administration.
