Reason:
The TSS command cannot be initiated due to an MVS environment error. Two common reasons for an MVS environment error are insufficient storage for the LOAD under TSO and the TSS command is contained in a non‑APF authorized step library.
Action:
You should increase your TSO logon region size and ensure that the CA Top Secret load library is in the APF list (parmlib member IEAAPFnn). If a steplib is used, ensure that all other data sets included in the steplib concatenation are also APF authorized.
