Reason:
CA Top Secret was started with a security file that was initialized with the TSSMAINT parameter INITVSAM=YES. This type of security file is no longer supported.
Action:
Initialize a new security file with TSSMAINT parameter INITVSAM=DIGICERT and copy (using TSSXTEND) the old file to the new file.
