Reason:
The CA Top Secret CIA Unload Utility had a problem finding or opening the input file. The CA Top Secret CIA Unload Utility terminates.
Action:
Make sure that the input file was created and that the CA Top Secret CIA Unload Utility procedure JCL contains a DD statement for the input file.
