Reason:
The user is not authorized to the SECLABEL specified at signon or assigned from the input device.
When control option MLMODE is FAIL, the user is reprompted for a valid SECLABEL.
Action:
Add the SECLABEL to the user's list of authorized SECLABELs or the user can specify an authorized valid SECLABEL.
