Reason:
CA Top Secret was unable to satisfy a cross‑memory request due to insufficient EST or insufficient local storage.
Action:
If problem is insufficient CSA, enlarge CSA/ESCA site and IPL. In this case, the message will be issued by multiple address spaces at the same time.
If the problem is insufficient local storage, decrease the region size and restart the address space.
