Reason:
CA Top Secret could not derive an ACID for your batch job or STC.
Action:
Code USER= on the jobcard. Submit the job from a defined or authorized ACID. A default ACID could also be set up for the BATCH facility. The JOBACID control option can also be set to automatically generate the USER JOB operand.
