You can change menu items by setting an option on or off in a source module, for example, including texts in different languages. Other changes require major updates to the source modules, for example, having different panel layouts. All changes to source modules are controlled by SMP/E, so that any change to the menu system must be created in the form of a USERMOD for SMP/E.
