The Scope specified for an administrator determines the range of Policy Server objects they can create, edit, and delete:
A system administrator can manage all system objects and domain objects in all policy domains
A domain administrator can only manage objects in one or more specified policy domains.
An administrator’s scope also determines the range of tasks that they can be configured to perform on those tasks.
