Possible Locale and File Name Case-Sensitivity in Localized FCC Forms (CQ136679, CQ136482)

Symptom:

The file name of my smpwservices*.properties file seems to be case-sensitive, but this case-sensitivity was not documented.

Solution:

This issue is fixed.
