Step-Up Credential Failure Did Not Produce Error Message (129622, 128828)

Symptom:

The Agent did not return an error code when step-up authentication was used and the step-up authentication failed.

Solution:

This issue is fixed. The Agent now returns authentication reason 28 when step-up authentication fails.
