Symptom:
When the SPS was using a federation gateway, the ws-federation transaction as a resource partner breaks if the Tomcat workaround for un-quoted cookies is applied and works fine without this workaround.
Solution:
The allowequalsincookievalue parameter was added to the server.conf file. Set the value of this parameter to "no" when you do not want to allow equal signs in the cookie value.
