Intermittent HTTP 413 Status While Using Federation Manager 12.0 (128568)

Symptom:

By default, some web servers limit the number of header variables that can accompany a request. You might have to increase this upper limit to accommodate transactions that contain many custom headers

Solution:

New parameter, max_packet_size, added to server.conf file.
