Symptom:
One or both Windows services for CA Service Catalog fail to start. This services are named CA Service Accounting , CA Service Catalog, and CA Service Fulfillment (if used).
Solution:
The services are set by default to start automatically after a reboot or shutdown. If necessary, start the services manually.
