Certification Campaign Improvements

In addition to usability improvements, significant new campaign functionality has been added in this release:

Campaign-related processes have been refactored to improve functionality, interaction with other platforms, and scalability.
New campaign types and advanced options are available. Some of these options were previously available in 3.x releases.
