Use minimum thresholds during batch runaway alert generation

Define how to consider the minimum consumption alert thresholds in the batch SMF processing (SMF processing by job APCXJSMF or by the Server SMF spooling), as follows:

If the option is set to Y, then passing any minimum threshold is sufficient.

If the option is set to A, then all minimum thresholds relevant to the job must be passed to allow the creation of a runaway alert request (PEND alert).
