When you reserve a tape device, TPCF prevents any other job from allocating that device and tries to use that device whenever the reserving job needs a device. If the reserved device is not available, then TPCF lets the job select any available device that is not already reserved for another job. If the reserving job cannot allocate this device (or any other device) and enters the allocation recovery process, then TPCF lets the job select any offline device that is not already reserved for another job.
