The DECNET record contains data describing the operation of
the DECnet-VAX subsystem.  Its record type is 8.

This record contains data such as local packets arriving and
departing, packets lost, receiver buffer failures, and other
miscellaneous data.

Data from this record is written to the DEMSPR file.
