Reason:
A panel-name can be one to eight characters in length, the first character of which must be alphabetic or a national symbol ($#@), and the remainder of which must be alphanumeric, national symbols, hyphen or underscore. A panel name is right-padded with blanks, but cannot contain internal blanks. The name entered for the keyword or help-panel-name in the message is invalid according to these rules.
