Reason:

You tried to run a program that does not have IDEAL specified as its language in the program identification fill-in.

Action:

Check to see whether the LANGUAGE specification in the program identification is in error or the program is a COBOL, PL/I, or ASSEMBLER program, in which case it cannot run.
