Reason:
Another user is currently DISPLAYing, EDITing, or COMPILing The requested program or panel in another region.
Action:
Check the entity name to ensure correct entity was requested. If so, ensure that the entity is actually in use elsewhere. If so, wait until the other user is no longer using the program. Only in cases where the program is proven to be in use during a system failure should the CA Ideal Administrator issue the DEQUEUE command to free it.
