Reason:
The install script generates this error during a Software Delivery manager upgrade. When performing an upgrade, the script expects to find a valid Software Delivery database. In this case, however, no database was found.
Action:
Run the install script. If the installation is severely corrupted, the error CA-SD E15651 may be the result. If this occurs, an uninstall and re-install must be performed to keep the library and database synchronized.
