Reason:
The function LoadLibraryShim cannot be found in the mscoree.dll. The installation of the Global Assembly Cache (GAC) may be corrupted.
Action:
Reinstall the GAC by either applying the appropriate Service Pack or installing an SXP package which has the GAC included.
