Reason
The local node is configured to run in FIPS-only mode whereas the node you are trying to communicate with is not FIPS-compliant therefore, a compatible communications channel could not be established.
Action
Upgrade the remote node if possible or switch the local node to FIPS-preferred mode to allow the nodes to communicate.
