Reason:

Action:
Ensure that the specified configuration file exists in the correct location and has adequate read permissions.
Ensure that the file system has adequate free space and/or resources to perform the operation. Try to free system resources by closing any unused applications.
Shut down and restart the Data Transport Manager on the local host and retry the operation.
Reboot the local host and retry the operation.
If the problem persists, contact technical support.
