Reason:
An attempt was made to take away the last link of a procedure group to a superfolder. This is not possible, since it would leave the procedure group without a parent in the Software Delivery tree.
This can happen if you try to unlink a subgroup that has only one parent group, or if you try to delete a group that is the only parent to a subgroup.
Action:
