Reason:

The specified data dictionary name references a data dictionary that is not in the current release format; the object component cannot be executed against a dictionary that was created by a previous release. Supply the name of a Release 12.0 dictionary or run the RHDCMIGR utility to convert the existing dictionary to the proper format.
