Reason:

The named program cannot be loaded because it is disabled; consequently, the specified command cannot be processed. Possible reasons are as follows:

• The program was defined as disabled in the SYSGEN
• The program was disabled at runtime by means of the DCMT VARY PROGRAM command
• The program check threshold was exceeded and the program was disabled by the system
