SELECTIVE UPDATE CANNOT BE CHANGED FROM <NO/INELIGIBLE> TO DISABLED

Reason:

The selective update indicator cannot be changed from NO or INELIGIBLE, to DISABLED. DISABLED means that all structures required to perform selective update have been created, but cannot be used. INELIGIBLE means that no structures were ever created.
