Reassign must be to a valid user or from a valid user.

Reason:

An entity may be reassigned from its owner to a blank user id. This is the same as Release. An entity may be assigned from a blank user ID to a new owner. This is the same as Checkout. Both new owner and previous owner may not both be blank.
