Reason:
ADSOPTAT has been passed a code from ADSOCTAT indicating that IDMS was not able to bind a batch run unit to the requested dictname and dictnode. It is possible that the central version is not up or is not accepting batch run units. Check the status of the central version and resubmit the job.
