Reason:
The user has supplied a USER ID that is not identical tithe USER ID on the jobcard and the dictionary is defined with "SET OPTIONS FOR DICT SIGON OVERIDE IS NOT ALLOWED"
Because the user is not signed on successfully, any action that requires signon will be denied.
