Reason:
The corresponding INCLUDE, EXCLUDE or EXCEPT <stack-list> is empty, probably because all its stack names are invalid. If <stack-list> is an INCLUDE or EXCLUDE list and an EXCEPT list is also present, all the stack names from that EXCEPT list will ignored, i.e. even if they are valid, they will not be saved into the SYSGEN dictionary. Correct the stack name(s) definition in the corresponding <stack-list> and resubmit the SYSGEN input.
