Reason:
A COPY SYSTEM TO or COPY PARAMETERS TO statement specifies an identifier of a system that has previously been defined in the data dictionary. If SYSTEM or PARAMETERS is specified, the COPY statement creates a new system with the specified version number; therefore, <cv/dc-version-n> must specify a version not yet defined in the data dictionary.
