Reason:
When OPERATING SYSTEM specifies DOS (prior to Release 10.2) or DVS, the SYSTEM statement cannot include the SYSCTL parameter. Starting with Release 10.2, SYSCTL use is permitted for z/VSE and VSE/ESA (DOS) systems.
