Reason:

An attempt to vary the indicated line online has failed for one of the following reasons:

• RHDCMTLN could not find the module used for opening lines
• The load of the OPEN module failed. A likely cause of this problem is that there is no non-XA, non-REENTRANT PROGRAM POOL or that the pool is too small
• The OPEN module could not open the line
