Reason:
An application tried to access the DC/UCF system, but the system is not active. Start the system. If the message persists, check the SYSCTL file name (z/OS, z/VSE), the UPSI byte (z/VSE before IDMS-DC/UCF Release 10.2), or the IDMSOPTI module for the system CVNUMBER value and SVC number.
