Reason:
This journal has been marked as inactive, to prevent it from being used in a journal swap. This could be the result of a DCMT V File Inactive command, or because some other process has inactivated it.
This journal will be bypassed and excluded from the pool of available journals, until it is activated with a DCMT Vary File Active command, or until it is reactivated internally.
If manually activated, and the condition that caused it to be inactive has not been resolved, the journal could inactivate itself again.
