Reason:
If warmstart is unable to recover a transaction due to I/O errors on a database file, CV startup needs to protect the locked records and areas from updates until they are recovered. However if there is another problem which prevents CV from starting, the system must abend to leave area locks on the areas and to leave the system in an unrecovered state.
