Reason:
At system startup, the system is unable to open an expected journal file. This message is the result of a missing or incorrect journal file assigned in the JCL. A journal file assignment must be in the JCL, whether or not journaling is to be performed. To suppress journaling, modify the JCL to specify DUMMY (z/OS) or IGN (z/VSE) in the journal file assignment. This message is accompanied by a DBIO status code of 30<nn>.
