Reason:
A user signed on to CA ADS is not authorized to perform an add, modify, or delete action. The program performs dialog security by checking the USERPROG-135 junction record between the PROG-051 and USER-047 records. User authorization is enabled by the INCLUDE USER clause in the ADD PROGRAM DDDL statement for the dialog.
