Reason:

One of the following is true:

• The user has not provided sign on information, and dictionary security for CA ADS is ON.
• The user has signed on, but does not have MODIFY or REPLACE authority for CA ADS.

Take one of the following corrective actions:

• Use the IDD SET OPTIONS statement to turn dictionary security OFF for CA ADS.
• Verify that the user provides valid signon information, or give the user MODIFY or REPLACE authority for CA ADS with the IDD ADD/MOD USER command.
