Specifying System and User Defaults

ASF has two levels of defaults, as follows:

System defaults, which are specified on the Administrator Control screen. System defaults are set at initialization but can be changed at any time.
User defaults, which are specified on the User Limits and Defaults screen. User defaults are assigned on an individual user basis and override the defaults set for the system.
