Enable DBCS

To enable DBCS after z/OS installation customize CLIST TICCMPL, as documented in the CLIST itself:

/* JAPANESE, KOREAN AND CHINESE SITES SHOULD BE INSTALLED   */
/* WITH DBCS ENABLED FOR COBOL AND DB2 PRE COMPILE.         */
/* IF DBCS IS NEEDED & SITE DEFAULT IS NOT DBCS THEN        */
/* ENABLE IT BY UNCOMMENTING THE NEXT TWO LINES.            */
/* SET TICCMPCO = &STR(&TICCMPCO.,DBCS)                     */
/* SET TICCMPDO = &STR(&TICCMPDO.,GRAPHIC)                  */
