Starting Federation Manager as Root User Not Allowed (78355)

Symptom:

On a Solaris system, Federation Manager is allowing the root user to stop and start the Federation Manager service, which should not be permitted.

Solution:

The root user is no longer allowed to stop and start Federation Manager services on a Solaris system. You must be a non-root user to stop and start the services.
