Changes to iPoz.conf File

The following new tags are added to the iPoz.conf file:

• <ArtifactManager SessionTimeout="10" RequestTimeout="30"ArtifactStore="local/federated"></ArtifactManager>
• <ExternalDirCacheFolder>
• <ExternalDirEscapeSlash>
