Changes to eiam.config File

New tags are added to the eiam.config file to support the following functionality:

• Configure CA EEM SDK in FIPS-only mode or non-FIPS mode.
• Enable iTechnology level logging in Java SDK, C++ SDK.
• Create SafeContext
