Reason:
In a CADisk BILLING the RESTART data set was defined as DUMMY. The RESTART data set holds information that is used to update the BILLING sub-file. Making the data set DUMMY prevents the sub-file from being updated. It will be necessary to define the RESTART data set as a DASD data set if you want the BILLING sub-file updated. It is preferable to run in SIMULATE mode if you do not want the BILLING sub-file to be updated.
