Reason:
The CONVERT command attempts to create unique keys for each DSNINDEX record by adjusting a tie-breaker field which is part of the key. In this case, an unexpected sequence error within the FILES data set caused the duplicate to not be detected. The CONVERT command attempted to add the record and received the duplicate record indication. It will adjust the tie-breaker fields to place this record slightly earlier than the record with which it is currently conflicting.
