Reason:
When a FILES data set is converted it is internally marked as locked to prevent inadvertent access to it by back-level versions of CADisk. Note that releases prior to r12 have maintenance that should be applied to them to check for the locked status and terminate. If you are running version of CADisk earlier than r12 anywhere in your environment, ensure the proper maintenance has been applied to make those levels sensitive to the locked status. For testing purposes only, you can specify the NOLOCK parameter on the CONVERT command to prevent the FILES data set from being locked.
